Disaster Assistance for Homes

  Individual and Household Program (IHP) Assistance may include:

  • Funds for temporary housing while you are unable to live in your home, such as rental assistance or reimbursement for hotel costs
  • Funds to support the repair or replacement of owner-occupied homes  that serve as the household’s primary residence, including privately-owned access routes, such as driveways, roads, or bridges
  • A temporary housing unit, if approved for the disaster, when you are not able to use rental assistance due to a lack of available housing resources
  • Funds for hazard mitigation assistance to help eligible homeowners repair or rebuild stronger, more durable homes
  • Funds for other uninsured or under-insured

Disaster Loans & Support

SBA Disaster Assistance

  • FEMA partners with other agencies to help meet the needs of disaster survivors. 
  • The U.S. Small Business Administration (SBA) offers low-interest disaster loans to homeowners and renters in a declared major disaster area. You don’t need to own a business to apply for SBA assistance.
  • You may have been referred to SBA after applying for FEMA disaster assistance. If you still have unmet needs, loans may help with home repair or replacement, personal property, vehicles, mitigation, business losses, and working capital for small business and most private nonprofits.
  • You may choose to complete an SBA disaster loan application and it will not impact your eligibility for FEMA assistance.
  • If you are approved for a loan, you are not obligated to accept it.
  • Funds you get from SBA must be repaid over time.

  

  • Eligible individuals will have up to one year from the date of their loan to begin making payments, allowing crucial time for recovery. Notably, interest will not accrue on SBA disaster loans for 12 months from the initial disbursement date.


  • Qualifying Counties:
  • Primary Counties (Physical Damage and Economic Injury Loans): Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi, Washington.
  • Economic Injury Only: Grainger, Hancock, Jefferson, Sevier, Sullivan.

  • For questions about the SBA disaster loan program, please call the SBA at 800-659-2955 (TTY: 800-877-8339). SBA information is also available at www.SBA.gov/disaster or by email at disastercustomerservice@sba.gov.

Housing Support Programs

  • Emergency Farm Loans are available for farmers and ranchers to recover from production losses due to Hurricane Helene. Farmers who own or operate land in the declared disaster areas and have suffered significant losses are eligible.
  • Qualifying counties:
  • Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi, Washington
  • As well as Sullivan and Sevier
  • Apply online. 

Affordable Energy Support Program

Energy Assistance

 Assistance is available to low-income households with energy costs, including temporary shelter and cooling costs during disasters. Eligibility is based on income.

Tax Relief for TN Housing

  • Tax relief provisions for individuals and businesses affected by disasters, including extended deadlines and deductible losses are available.
  • Qualifying counties:
  • ·Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi, Washington

For information about recovery resources after a devastating natural disaster, the following agencies provide relief efforts for Tennesseans affected by events such as tornadoes, floods, earthquakes, and winter storms.  For an extended list, please go here.  If your organization provides disaster recovery resources for Tennesseans, that are not listed, please email volunteer.tennessee@tn.gov.

  • You can let loved ones know you're safe after a disaster through the Safe and Well Website powered by the American Red Cross.

Healthcare Status

  • Rx Open - Facilities Map provides information on the operating status of healthcare facilities in areas impacted by a disaster.  Users can search the Facilities map for individual facility status. 

Find Shelter

  • TEMA - Tennessee Shelters webpage or contact your local emergency management agency.

  

  • To locate Emergency Shelter options by zip code, visit the American Red Cross or Salvation Army.


  • FEMA Mobile App – Download to find open shelters.  Or text SHELTER and your zip code  (for example, “SHELTER 01234”) to 4FEMA (43362).  For Spanish Shelter Information text REFUGIO and your zip code to 4FEMA (43362).

FEMA Aid & Support

  • FEMA’s Individuals and Households Program (IHP) provides financial and direct services to eligible individuals and households affected by a disaster, who have uninsured or underinsured necessary expenses and serious needs.  Apply for Assistance.  What to expect when you apply.

Disaster Cleanup Help

  • Crisis Cleanup is a nationally recognized organization used by local organizations to assist survivors after a disaster.    
  • The Crisis Clean-Up Hotline, (844) 965-1386, has been established for survivors who need assistance with clean-up efforts. This service is at no cost to the survivors who are requesting assistance.

Post-Disaster Repairs

  • If you need repairs done after a storm or other disaster, you can verify the licensure of contractors and public adjusters by using the TN Department of Commerce & Insurance Verify - License Search tool or this search tool might be easier. 

Mental Health Support

  • Emotional distress can happen before and after a disaster.  Substance Abuse and Mental Health Administration (SAMHSA) provides several coping tips for traumatic events and disasters.
  • Tennessee Statewide Crisis Line, available 24 hours a day/365 days a year, is a resource for anyone experiencing a mental health crisis.   All calls are routed to a trained crisis counselor in your area, who will provide you support and guidance.  This service is free! Call 855-CRISIS-1 (855-274-7471). 
  • You can also connect with the SAMHSA - Disaster Distress Helpline, if you are experiencing distress or other mental health concerns related to natural or human-caused disasters.

Legal Assistance

  • Residents with legal issues due to the storms may call 844-HELP4TN (844-435-7486).  You can leave a message and an attorney will contact you.  Additionally, survivors can access information online about your rights and resources.

Voluntary Organizations Active in Disaster

The Tennessee Emergency Management Agency works closely with the Tennessee Voluntary Organizations Active in Disaster (TNVOAD) to organize both volunteers and donations for areas that are impacted by disasters and emergencies.


Please note, while local communities appreciate the volunteer spirit during disasters and emergencies, it is important to refrain from sending resources that have not been requested by state or local authorities.
